Sgt. Bilko is a well-liked conman in charge of the army base's motor pool, developing a hover tank and unofficially of gambling etc. One man hates Bilko and he's coming to inspect the base for possible closure.

In the final hover tank test, the shadow cast by the tank sometimes changes within the same shot. Specifically, when you see it come out of the water you can watch it move from the left side of the tank to the right. It obviously has something to do with the low special effects budget. See more »

This was one of the worst "comedy" films I have seen for years. Martin can and has done far better. I also think it is an insult to the original Sgt Bilko TV shows, starring the late, great Phil Silvers. This is because it bears little in common with the original. At times I thought I was watching one of the later, abominable Police Academy films. Not impressed.
