Really, the main plot is run-of-the-mill like many of the episodes by this point, but what really makes this episode worth watching is the B-plot where Homer attempts to fatten up a lobster so he can cook it, but winds up falling in love with it instead. The ending was the hardest I've ever laughed at any Simpsons episode.

With the grades that Bart receives, an episode like this would seem inevitable. SPOILER ALERT: And in the end, when Bart despite giving his all, he still doesn't succeed and begins to break down just is heartbreaking. It proves that the series is capable for sad moments as well as funny ones.
